What Minnesota Producers Need to Know About the SDRP

If your operation faced losses from the drought of 2023, you may qualify under the Minnesota SDRP eligibility guidelines recently announced by USDA. Here's what you need to know.

Minnesota SDRP Eligibility at a Glance

The SDRP is split into two stages, and Stage 1 is officially open. This round is specifically for producers who had crop insurance or NAP coverage and received indemnity payments. If you farm in Minnesota, odds are you’re eligible. Minnesota SDRP eligibility includes every single county in the state, all of which were flagged as D2 (severe drought) or worse by the U.S. Drought Monitor during 2023.

What’s Next?

USDA has mailed prefilled applications (Form FSA-526) to producers using crop insurance data. If you received one, review it, sign it, and return it to your local FSA office. You can do that in person, by email, fax, or through their secure electronic platforms. If you didn’t receive a form but believe you meet Minnesota SDRP eligibility criteria, contact your local office right away.

You’ll also need to make sure several forms are on file, including AD-2047 (Customer Data Worksheet), CCC-902 (Farm Operating Plan), and others. If you’re unsure what’s on file, your FSA team can confirm.

Future Coverage Required

Producers who accept SDRP funds will need to carry crop insurance or NAP coverage at 60% or higher for the next two crop years. This is part of the USDA’s long-term risk management strategy tied to Minnesota SDRP eligibility. Failing to meet this requirement may result in repayment of funds with interest.

Stage 2 Coming This Fall

Stage 2 of SDRP is expected to open mid September and will provide relief for shallow losses, quality issues, and other non-indemnified crop damage. Even if you don’t qualify under Stage 1 Minnesota SDRP eligibility requirements, keep an eye out for updates.
