The USDA Farm Service Agency (FSA) announced approximately $13.8 billion in gross payments through the Agriculture Risk Coverage (ARC) and Price Loss Coverage (PLC) programs for the 2025 crop year. According to the USDA's October 7 announcement, this is the largest annual payout since the programs were established in 2014.
For producers, these payments bring attention to the farm safety net programs available to support eligible operations. They also offer a reason to review your financial plans, consider upcoming expenses and prepare for the next crop year.
What Do These Farm Safety Net Payments Cover?
ARC and PLC are designed to provide financial support to eligible producers when qualifying crop revenue or prices fall below established levels.
Price Loss Coverage (PLC) provides support when the effective price for a covered commodity falls below its effective reference price. Agriculture Risk Coverage (ARC) provides support when actual crop revenue falls below a guaranteed level. Depending on the coverage selected, ARC is based on county-level revenue or individual farm revenue.
For the 2025 crop year, program changes included higher reference prices and a provision allowing eligible producers to receive the higher payment rate under ARC or PLC, regardless of their original program election.
However, the announced $13.8 billion represents gross payments, not a guaranteed amount for every farm. Eligibility, covered commodities, payment limitations and required reductions affect individual payments. Producers can review program requirements and payment information through the USDA's ARC and PLC resources.
What Should You Be Planning for Next?
While the 2025 crop year payments are drawing attention, producers should also look ahead to the next enrollment period. The deadline to complete the 2026 ARC and PLC election and enrollment is December 11, 2026.
If you have questions about eligibility, program elections or potential payments, contact your local FSA county office. The USDA's enrollment announcement provides additional information about the 2026 crop year and changes affecting eligible farms.
It's also worth considering how potential program payments fit into your operation's financial plan. What operating expenses are coming up? Will you need financing for the next crop year? Are you considering equipment purchases or other investments?
These are important questions to work through before making financial commitments. At AgQuest Financial, we understand that every operation has different needs and goals. Our team works with producers on financing options, including crop input and operating loans, machinery and equipment loans and leasing and real estate and facility loans.
